What it actually means
Direct eye contact is a confrontation signal in cat-cat communication. A cautious cat will alternate looking at and away from you to signal non-hostile intent while gathering visual information. Sideways body presentation lets them retreat quickly if needed.
What to do
When an unknown cat approaches this way, sit still, lower your gaze, and let them initiate. Slow-blink occasionally. Never reach toward them.
